Officials of the Ministry of Foreign Affairs of the Russian Federation noted the efforts of Russia and other member states of the Shanghai Cooperation Organisation (SCO) to build up its capacity as among the main foreign policy results of the outgoing year.

"The SCO Dushanbe Summit Declaration expresses the consolidated position of the SCO member states on regional security and strategic stability, including the situation in Afghanistan, the conflicts in the Middle East and North Africa, the Iranian nuclear programme and the Ukraine crisis," a Foreign Ministry statement reads, in part. "The Summit's documents also determine the main areas of activity with respect to ensuring food, energy, transport and information security. Agreements on the framework terms for the SCO's expansions have been put in writing as well."

In addition, the statement notes the considerable progress made in developing partnership and strategic cooperation with China and India both in the bilateral and multilateral formats, including the G20, BRICS and SCO.
